Lisbon Today
Executive Summary
Warm, dry and cloud-broken across Lisbon today, roughly 17 to 30 degrees with no rain and a moderate north-westerly. Nothing is on yellow or above for the district, not even the heat warning — but the UV index touches 7.6 in the middle of the day, and both Friday and Saturday climb higher.
Two free concerts anchor the day. DUOT with Strings and the ZARM Quartet play Largo do Picadeiro at 17:30 as part of Picadeiro Fest at the São Luiz, and Casa Capitão in Beato opens its Primavera Tours rentrée at 21:00 with a double bill. The Feira da Luz in Carnide runs all day with a free makeup workshop in the late afternoon and ticketed theatre at 21:30, while MotelX fills Cinema São Jorge from lunchtime to past midnight.
Transport is the awkward part. Four historic lifts remain out of service, trams 28E and 12E are still split at Largo da Graça, the Reboleira platform at Praça de Espanha is closed until the end of the month, Cacilhas ferries have moved to Sala 1, and the Cascais line goes over to buses from 21:50 tonight. Long-distance trains are still running without an onboard café.

Today
IPMA gives Lisbon a partly cloudy Thursday at about 17.1 to 29.6°C, dry with a 0% chance of rain and a moderate north-westerly breeze. The UV index reaches roughly 7.6, rated High, between about 12:00 and 15:00, so sunscreen and water still earn their place in the bag. The night stays mild at around 17 degrees.
No yellow or orange warning is active for the Lisbon district this morning — every type is green, the Tempo Quente heat warning included. That holds despite the coming warm-up: Friday runs clearer and hotter at about 17.5 to 32.6°C with UV near 7.1, and Saturday hotter still at roughly 17.6 to 34.7°C.

Transport & Logistics
Lifts down, trams split, one metro platform shut, ferries moved, evening buses on the Cascais line.
Historic lifts
Glória, Bica, Lavra and the Elevador de Santa Justa all remain out of service — Carris still lists them as under test or closed, with no reopening date. Do not build a day around them. Bus replacements cover the routes: 51E for Glória, 22B for Bica and 19B for Lavra. The one exception is the Graça funicular (55E), which is running from Rua dos Lagares up to the miradouro 07:00–20:45 and back down 07:05–20:50.

Trams
Lines 28E and 12E have been diverted since Monday 31 August at 08:00 for works in Rua do Forno do Tijolo, expected to last about three weeks. On the 28E, buses cover Martim Moniz to Graça while trams run only Graça–Prazeres; the transfer is on the east side of Largo da Graça and fare transfer is allowed. The 12E runs as a tram between Camões and Graça, with a bus shuttle looping via Martim Moniz, São Tomé and Sé. No new alteration to the 15E is verified this morning.

Metro
At Praça de Espanha on the blue line, the Reboleira-direction platform stays closed through 28 September — trains heading that way skip the station entirely. Use Jardim Zoológico or São Sebastião instead, or ride on and change back. The Santa Apolónia-direction platform has been open since 3 September. The north atrium is open with new lifts; south atrium works follow from 14 September to 12 October.

Ferries
Cacilhas boats now board at Sala 1 at Cais do Sodré, in force since Wednesday 9 September. That is a change from Sala 2, which had applied since 3 September, so signage and habit may both be out of date.

Cascais line
Modernisation works between Caxias and Cascais cut the rail service on weekday evenings from about 21:50, with replacement buses taking over — tonight and Friday evening included, plus windows at the weekend. Anyone heading out to Estoril or Cascais for dinner should plan the return around a bus.

Long-distance rail
Treat the Itau catering strike on Alfa Pendular and Intercidades as still open-ended: no end notice has appeared this morning, and the last detailed press report on 3 September put adherence at around 95%. Expect trains without an onboard café and bring water and snacks. Suburban services are not affected.

Feira da Luz on day thirteen; the flea market waits for Saturday.
Feira da Luz
Day thirteen of the run from 29 August to 27 September, spread across the Jardim and Largo da Luz in Carnide and generally open 11:00 to 24:00, free. The artisan market in the garden is a Friday-to-Sunday affair, typically from 14:00, so not today. Today instead brings the makeup workshop O Poder da Imagem from 17:00 to 19:00 at the Junta stand, run by Dress for Success Lisboa, and the play Do Sótão Para Fora at 21:30 at Espaço Bento Martins — that one is ticketed through Ticketline. There is no main-stage pop concert on Thursdays; the next free headliner is Bruna on Friday. Blue line to Carnide or Colégio Militar/Luz.

Feira da Ladra
The flea market at Campo de Santa Clara runs on Tuesdays and Saturdays only, so it is closed today. Next chance is Saturday 12 September.

Casa Capitão
The Primavera Tours rentrée fills the evening at Rua do Grilo 119 in Beato, free from 21:00: a double bill presenting Primavera Tours Portugal, with Villa Redhead at 21:00 and Exclusive Os Cabides at 22:00.
Carnide
The Feira da Luz offers the calmer alternative to the Baixa crush — free grounds all day, the makeup workshop from 17:00 to 19:00 and ticketed theatre at 21:30. Details in the fairs section above; blue line all the way.
MotelX
The horror festival at Cinema São Jorge runs 3 to 13 September and today starts early. Verified Thursday sessions include international shorts at 13:00, Bowels of Hell with a Q&A at 14:45, Our Effed Up World at 17:20, then Ghost in the Cell and The Case of the Scorpion's Tail with a Q&A at 19:00 and The Hunger at 19:05. Later come Bloody Tennis and Game with a Q&A around 21:20, and Family Fears and God Skin near midnight. Tickets run about €4 to €5, with M/16 common.

Free-entry schemes
The Gulbenkian's free-for-everyone window is Sundays from 14:00, so not today. Under-18s always go free, and there is an under-30 window on Saturday evenings from 18:00 to 21:00, which requires picking up a Cartão Gulbenkian.

Still in force
The Reboleira platform at Praça de Espanha stays closed through 28 September, with south atrium works following from 14 September to 12 October. The 28E and 12E split at Graça continues, the historic lifts stay down apart from Graça, the Cascais line keeps its evening bus replacement on weeknights, and the CP train-bar strike should be treated as ongoing until an end notice appears.
